Quick answer

In most cases, clearing the cache of both the Play Store and Google Play Services (Solution 1) is enough. If a download sits on "Pending" and never moves, the cause is usually low free storage or a stuck download queue (Solutions 2 and 4). Error codes such as rh-01, 495 and 963 are almost always a corrupted cache, so they land on Solution 1 too.

Google Play Store Not Downloading Apps: 9 Ways to Fix It

What causes this problem

  • A corrupted cache in the Play Store or in Google Play Services - by far the most common cause.
  • Not enough free storage: Android needs considerably more free space than the app size, because it has to unpack the install.
  • A wrong date or time on the device, which breaks authentication with Google servers.
  • Several downloads queued up, with one holding back the others.
  • An unstable connection, or a setting that only allows downloads over Wi-Fi.
  • A sync problem on the Google account signed in to the device.
Before you begin
  • Restart the phone before anything else - that alone fixes a share of cases and takes a minute.
  • Check your free space under Settings > Storage. Leave at least twice the size of the app.
  • Switch networks (Wi-Fi to mobile data, or the other way) to find out whether the problem is the network or the device.
  • If an error code appears, write it down - it shortens the diagnosis considerably.

Solutions, in the order to try them

1Clear the cache of the Play Store and Google Play Services

This is the fix that resolves most cases, including error codes rh-01, 495 and 963. Clearing the cache deletes nothing of yours: these are temporary files that Android rebuilds on its own.

  1. Open Settings > Apps > See all apps.
  2. Find Google Play Store, tap Storage and cache, then Clear cache.
  3. Go back and do the same for Google Play Services - this is the step most people skip.
  4. Restart the phone and try downloading again.
  5. If it still fails, repeat and also tap Clear storage on the Play Store (you will have to accept the terms again, but your apps stay installed).

2Free up storage space

Android needs room to download the package AND to unpack it. That is why a 200 MB app can fail even with 300 MB free. If storage is over 90% full, fix that first.

  1. Open Settings > Storage to see what is taking up space.
  2. Clear the cache of your heaviest apps (usually WhatsApp, Instagram and your browser).
  3. Back up photos to Google Photos and remove the local copies.
  4. Uninstall apps you have not opened in months - the storage screen usually lists them for you.

3Check the date, time and time zone

A wrong date or time makes Google servers refuse the secure connection, and the symptom shows up as a download that never starts. It is a quiet, very common cause after the phone has been switched off for days.

  1. Open Settings > System > Date and time.
  2. Turn on Set time automatically and Set time zone automatically.
  3. If they are already on, switch them off and on again to force a resync.

4Cancel the stuck download queue

When one download stalls on "Pending", it usually blocks everything behind it. Clearing the whole queue unblocks the set.

  1. Open the Play Store and tap your profile picture > Manage apps and device > Manage.
  2. Open the updates or pending downloads tab.
  3. Cancel every pending download, including ones you did not ask for.
  4. Download one app at a time and check whether the first one completes.

5Uninstall Play Store updates

This rolls the Play Store back to the version that shipped with the phone and undoes a faulty update. It updates itself again afterwards, from a clean install.

  1. Open Settings > Apps > Google Play Store.
  2. Tap the three dots in the top corner and choose Uninstall updates.
  3. Confirm, restart the phone and open the Play Store again.

6Remove and re-add your Google account

If nothing above worked, the problem is most likely account sync. Before removing it, make sure you know the password - you will need it to sign back in.

  1. Open Settings > Accounts (or Passwords and accounts) and pick your Google account.
  2. Tap Remove account.
  3. Restart the phone.
  4. Add the account again under Settings > Accounts > Add account > Google.

Frequently asked questions

No. It only resets the store's own data - preferences, cache and the download list. Your installed apps, your accounts and your files stay exactly where they are. You will just have to accept the terms of service the next time you open the store.

All three are variations of the same problem: the Play Store or Google Play Services cannot read their own temporary files. That is why Solution 1 fixes all three. Error 963 usually shows up when the app was installed on an SD card.

It is almost always a stuck queue or not enough storage. Cancel every pending download (Solution 4) and install one app at a time. If it continues, check free space - Android needs a good deal more room than the app size to finish installing.

You can install an APK file manually, but we would not recommend it: files downloaded from random sites are the main way malicious apps reach Android, and you lose automatic updates. Fixing the store is worth more.
